My Lord,

            I am deputed by a person who is very anxious to go out to the Cape of Good Hope as a mason and bricklayer to apply to your Lordship for the necessary instructions. The person who makes the application is fervently attached to His Majesty and the Government and I believe him to be a proper object [of] your patronage. If your Lordship would condescend to return an answer stating particulars you will much oblige
