My dear GOULBURN,

                                    I beg to present to your W. PARKER, an Irish gentleman, who is about to proceed with colonists &c to the Cape. Have the goodness to assist him in his views. I am much mistaken if he does not make a very successful conductor of the new settlers. It is his object to procure the land most advantageously situated for the purposes of a new establishment. In recommending him and his designs to you & thro’ you to Lord BATHURST I can assure you I proceed not only on private but also on public grounds.

Dear Sir,

            Mr. PARKER my particular friend will have the honor to hand you this. I make free to introduce him to yr. notice. Officially he will entreat an early communication with you connected with the views of Government towards establishing a settlement on the S.East coast of South Africa. My knowledge of W. PARKER’s character induces me to recommend him to yr notice on public as well as private grounds & I trust to your kindness in finding for him an early interview with the Earl BATHURST who I have no doubt will discover in him many of those qualities calculated to render a settler in South Africa of sterling worth as well to the Colony as to the Mother Country. You will pardon the liberty I take in thus obtruding myself on your notice.

Sir,

            I have it in command from the Lord Lieutenant to transmit to you herewith a petition which His Excellency has received from certain individuals residing in the parish of Killashee in the County of Longford who are desirous of proceeding to the Cape of Good Hope as settlers; and as Government is unable to afford the additional information required in the present instance His Excellency requests that Lord BATHURST will be pleased to cause such instructions to be communicated to the petitioners on the points to which they refer, as his Lordship may consider necessary.

To His Excellency the Lord Lieut. General & General Governor of Ireland

The humble petition of 28 persons in the parish of Killashee in the County of Longford most humbly sheweth

That the greatest part of the above 28 persons are discharged soldiers from the Army & have unanimously agreed to proceed to the Cape of Good Hope as settler belonging to His Majesty agreeable to the late Act of Parliament

That the said 28 persons have memorialed the Earl of BATHURST, Secretary of State for the Colony, who has transmitted them the circular letter relative to how they are to proceed & also every regulation relative thereto.

That the only thing that stops us & makes us anxious to be informed where Contractors are to be found to take us out agreeable to the Act as there is not a Contractor to be heard of in this place & as to ourselves advancing money we are unable so doing, some of us having no Pensions & having large families. In addition to this the Act of Parliament does not allow the settler to be at any expence for either Passage, Victualling or Depositing money.

We therefore humbly pray that your Excellency will issue the necessary orders to inform us by return of post if there is in Dublin, Cork, Limerick or any other sea port in Ireland any Contractor to take us out & we beg if there is that your Excellency will order us to be informed of the Names of the Contractors, the City they reside in, the street & number of where their Office or Residence is in such a City or sea port – or if there be any office established for this purpose as the Eral of BATHURST leaves us to the Irish establishment for this information & has given us all the information in his department & please to direct your answer as soon as possible (as the transports will soon be sailing for the Cape) to Mr. Michael SHANLY of Killashee near Longford.
