Dear GOULBURN,

                            Lord CASTLEREAGH desires me to present to you the bearer of this letter, Mr. FITZGERALD, a Gentleman of respectable connections in the North of Ireland, who is anxious to avail himself of the prospects offered lately to settlers at the Cape of Good Hope.

            As Mr. FITZGERALD appears to be willing to embark on this enterprise according to all the regulations laid down in the late act, Lord CASTLEREAGH will feel obliged to you to receive Mr. F and to state to him to what extent and in what manner it may be in Lord BATHURST’s power to assist him in the attainment of his wishes.

PS I ought to mention to you in recommendation of Mr. F that he holds a situation of considerable trust in Dublin – Secretary Assistant Treasurer to the House of Industry – probably, therefore, competent to succeed in such an enterprise.
