Lord BATHURST,
A well wisher to Government, I take the liberty of acquainting your Lordship that I would wish to become a settler to the Cape of Good Hope. As I could raise forty young lads all between the ages of twenty and thirty, and lodge whatever security will be necessary, if your Lordship will be so kind as to send an order for to raise these emigrants and a letter stating the particulars and what sum would be required for me to lodge for forty young lads, and I assure you that there is no fear of any of my troops failing. I think we will be ready to sail the first of May next if your Lordship will send me a favourable answer.

I take the liberty of acquainting your Lordship in reply to your letter of the twenty sixth instant that I have either twenty families or forty young lads between the ages of fifteen and thirty, all able bodied men, and whichever would be more pleasing to your Lordship I will raise them. If your Lordship would be so kind as to let me know what would be requisite to lodge, and what I would get for taking these emigrants. I allso wish to know what we will get when landed in the Colony, if government will give seed and stock, and what salary would a Minister get. I wish to know where we will embark from.
