My Lord,

            It was my intention to have proposed to your Lordship to allow my taking out a party of settlers to the Cape of Good Hope under the regulations stated in the circulars – in consequence of the information I have received, that the applications far exceed the numbers of persons which can be sent under the grant, I beg to be informed  whether your Lordship will be pleased to permit my going out as a settler, paying my passage & on my arrival at the Cape, whether I should have a grant of land & to what extent and under what conditions.
